Scarlet Witch has had a long career in the superpowered community. Starting out as a villain, joining the Avengers, losing her mind multiple times, and learning and re-learning her origin, Wanda's reality altering powers make her the most dangerous human on the planet. She's also a master of magic, adding another aspect to her threat.

10/10 Izaya The Highfather Has The Power Of The Source On His Side
Izaya the Highfather is the lord of New Genesis, having commanded the forces of that planet in their war against Darkseid, the God of Evil. Izaya isn't much of a combatant, but he has the power of the Source on his side — one of the greatest powers in the Multiverse. Scarlet Witch's power is vast, but gods are beyond her.
To begin with, Scarlet Witch isn't the type to lead with her most powerful attacks; she's not going to try to completely rewrite reality to beat Highfather quickly. Even if she did, Highfather is the leader of the New Gods, the head of a pantheon. Scarlet Witch wouldn't be able to affect Highfather and his Source-based powers would end the battle quickly.
9/10 Perpetua Creates Entire Multiverses
Perpetua is the most powerful threat the heroes of the DC Multiverse have ever faced. She's a member of an order of beings known as the Hands. They create multiverses and exist outside of everything; they have powers that even gods can't match. Entering the Multiverse through a crack in the Source Wall, she decided the thing she created needed fixing, recruiting the Legion of Doom as her cat's paws.
Scarlet Witch can't match Perpetua's power at all. Perpetua can create entire multiverses; Scarlet Witch can manipulate reality. That's a huge difference in power levels and Perpetua can easily blink Scarlet Witch out of existence with a thought.
8/10 Wonder Woman Has Proven She Can Handle Powerful Magical Threats
On paper, Wonder Woman shouldn't be able to defeat Scarlet Witch. Her powers are completely physical, and Scarlet Witch should almost certainly be able to defeat her. However, Wonder Woman is made of sterner stuff than most, created by ancient magics far out of Scarlet Witch's league. Additionally, Wonder Woman has dealt with threats on Scarlet Witch's level with the Justice League Dark.

Scarlet Witch is a glass cannon. She can do a lot of damage but can't take a lot of hits. Wonder Woman is stronger and can take a heavier beating than Scarlet Witch, plus she's much faster. Scarlet Witch isn't going to use her reality altering powers right away, giving Wonder Woman time to restrain her with the Lasso of Truth, and knock her out with one punch.
7/10 Mister Miracle Is Known For Defying The Odds
Mister Miracle is the bravest god in the DC Universe. Traded to Apokolips in a peace deal, he grew up in the worst possible circ*mstances, learning how to survive anything. Escaping Apokolips with his lover Big Barda, he became one of the fiercest soldiers in the war against Darkseid. He doesn't have reality shattering power, but he would beat Scarlet Witch.
Mister Miracle doesn't win because he's more powerful, he wins because he's smarter. As a god, Scarlet Witch's reality altering powers aren't going to make much difference against him, and his Mother Box will give him the information he needs to beat her.
6/10 Raven's Power Matches Scarlet Witch's And She Has More Advantages
Raven's powers were hard for her to control for a long time, something she has in common with Scarlet Witch. The two have many similarities; both have amazing magic power and can muster energies that devastate worlds and alter reality. Scarlet Witch's powers have allowed her greater feats, but Raven has powers Scarlet Witch can't match.
Raven's mental skills are far greater than Scarlet Witch's, which will deliver her the win. If there's anywhere Wanda is weak it's her mind and Raven has powers that would take advantage of that weakness, quickly ending the fight.
5/10 Wally West Is Way Too Fast For Scarlet Witch
Wally West is widely considered the best Flash. In his years as the Scarlet Speedster, he's been on the front lines in battles against mundane enemies like the Rogues, and enemies powerful enough to end universes, like the Anti-God Mageddon and Darkseid. His mastery of the Speed Force is greater than any other Flash, allowing him to defeat Scarlet Witch with ease.
Scarlet Witch's powers can hurt Wally, but she can't beat what she can't hit. Wally would have Scarlet Witch taken down before she even knew what hit her, ending the fight before it even began.
4/10 Martian Manhunter's Plethora Of Powers Would Win The Day
Martian Manhunter's powers make him one of the Justice League's most potent members. It's that mix of abilities that will help Martian Manhunter beat Scarlet Witch. Not only is he a physical powerhouse on par with Superman, but his shapeshifting, invisibility, intangibility, and telepathy make him even more versatile. It's these powers that would make defeating Scarlet Witch a snap for him.
Martian Manhunter's telepathy, invisibility, and intangibility are the key to winning this fight. Scarlet Witch has no mental powers or defenses, so Manhunter can sneak up on her with his invisibility and intangibility, then shut her down with his telepathy.
3/10 Scarlet Witch's Power Couldn't Dent Darkseid
Darkseid is one of the deadliest villains in the DC Multiverse. The lord of Apokolips is the greatest enemy of freedom to ever exist. He's been fighting the gods of New Genesis for countless centuries and the heroes of Earth have stood between him and the annihilation of everything outside his will many times. Darkseid is the God of Evil and Scarlet Witch's powers are nothing compared to his.

Scarlet Witch's magic and reality altering powers wouldn't phase Darkseid in the slightest. The same can be said of his powers. Not that he'd actually need them, as Darkseid could stride up to her, taking everything she threw at him, and simply crush her head like a watermelon in his giant fist.
2/10 The Spectre Is Of A Higher Order Of Being Than Scarlet Witch Is Used To
The Spectre is the Angel of God's Vengeance. He bonded with slain detective Jim Corrigan during World War II, joining the Justice Society and becoming their most powerful member. Over the years, he's put his powers to the test against the most potent threats out there. Scarlet Witch's power is great, but it would do nothing against the Spectre.
The Spectre would immediately sense that Scarlet Witch has done things that deserve vengeance and that would spell the end for her. She couldn't put up a fight against Spectre; her magic isn't strong enough and her reality altering powers couldn't affect him. Spectre's powers would affect Scarlet Witch, however, and he'd make sure she felt the fires of vengeance.
1/10 The Anti-Monitor Is Way Out Of Scarlet Witch's League
The Anti-Monitor is the most dangerous villain the Justice League ever faced. He has the greatest body count of any villain; entire universes fall to his power. The greatest forces in the Multiverse couldn't stand against his might. Even beings like the Spectre prove too weak to phase him. The same would be said of Scarlet Witch if she faced the Anti-Monitor.
The Anti-Monitor is so far out of Scarlet Witch's league it isn't funny. Her powers aren't going to have any effect on him at all, and he'll atomize her with one blast of anti-matter energy. It wouldn't be the shortest fight ever, but it would be quick.
