You can also exclude PO boxes which can be found in any of the 50 states. The option is offered because certain shipping services (FedEx and UPS) may not be cost-effective to HI/AK/territories so sellers have the option of excluding them. And certain services (FedEx and UPS) may not deliver to PO boxes.

No, eBay International Shipping is not offered when shipping to any US state or US territory - those are considered domestic sales.

For someone on the east coast using USPS it's not going to cost any more to ship to HI or AK than it would to ship to CA. Certain territories will be out there in zone 9, and others (like Puerto Rico) will fall within the primary zones 1-8.

Roswell, GA - most zip codes begin with 300 so if you go here and enter 300:

You'll see that shipping to all zip codes from your location fall within zones 1-8 with the exception of zip codes beginning with969 (Guam, Palau, Marshall Islands, Mariana Islands and Micronesia).

So shipping to Hawaii is zone 8 from your location, as is California. You can also ship to Puerto Rico and any APO/FPO military address and stay within zone 1-8 pricing.
