However, know that you can only romance and sleep with Panam Palmer in Cyberpunk 2077 if you selected the male body type in the character creation suite.
When it comes to the saucy scene, it switches between first-person and third-person, which is quite hilarious if you purposefully created someone who is super ugly.
While those who chose the female body type may be disappointed about not being able to bed the tomboy biker, you still have the awesome Judy Alvarez and the decent enough River Ward.
There’s also the bisexual one night stand with Meredith Stout, and there’s a male and female joytoy who will sleep with anyone.

The Cyberpunk 2077 Panam Romance guide is only eligible for male V.
Provided you chose the male bodied V for your Cyberpunk 2077 experience, the good news is that the Panam romance guide is relatively straightforward.
You first meet the fan-favourite character during a dispute with Rogue, and then your first mission with her is the main job, Ghost Town.
Ghost Town ends with you and her in a Motel, and you want to flirt with her even though she’ll knock back your advances.
The other main jobs with her are Lighting Breaks and Life During Wartime, and – at the end of latter – you want to stand up for her in front of Saul.
The Panam romance guide so far has just been main jobs, but now you’ll be moving onto side jobs with Riders on the Storm first.
You have to start Riders of the Storm within 24-hours of game time otherwise the mission will be failed. Always choose to ride with Panam, side with her in the house after her squabble with Saul, and select the touch option even though she’ll reject your advances.

This starts with the Cyberpunk 2077 Riders on the Storm quest. It's worth noting that it's possible to fail the Riders on the Storm quest which will halt Panam's story arc in its tracks and stop all possibilities of a romance with her. “[Touch Panam's Thigh] Got a few ideas” –> Important Choice, she will block your approach and tell you that she just wants to be friends, but don't worry there's no way you can seduce her yet, it's part of the process so choose this.
In order to unlock Panam's ending, you will need to have completed the Side Jobs that center around the Aldecaldos, BEFORE entering Embers to meet Hanako. You will need to have completed Panam's following Side Jobs: Life During Wartime.
Once Johnny and Rogue kiss, things start getting heating up, but they don't get as heated as the other romantic options in game like Panam or Judy. As mentioned before, romancing with Rogue in Cyberpunk 2077 doesn't go the distance. However, doing her side quests does make her an ally.
Simple as that, and Judy's heart is yours to win over, regardless of your gender. Surprisingly, romancing Judy doesn't cause the game to act up so much. Judy's voice lines as well as male V's voice lines are complete for the whole quest involving their romance.
If you choose this option, you get to storm Arasaka along with the Nomads and you get to play around in a massive tank. There are two possible epilogues for Panam's path: If you decide to cross the bridge with Alt, Johnny inherits V's body and leaves Night City.

You can continue your relationship with Panam or Judy by choosing the Aldecaldos ending ("The Star"), or continue your relationship with River or Kerry by choosing the Path of Glory ending ("The Sun") or by going back to Earth in the Arasaka ending ("The Devil").

River will romance a V with a female body regardless of their voice, while Panam Will romance a V with a male body regardless of their voice. Judy, however, requires a female body and a female voice, while Kerry requires a male body and male voice.
After a series of missions where they raid Arasaka tower, V eventually connects into cyberspace and learns that they only have 6 months to live. If V decides to return to their body, they eventually leave Night City with Panam and the rest of the Aldecaldos.
