The tzitzit are the epitome of the democratic thrust within Judaism, which equalizes not by leveling but by elevating. All of Israel is enjoined to become a nation of priests... tzitzit is not restricted to Israel's leaders, be they kings, rabbis or scholars. It is the uniform of all Israel...
According to the Rambam, there is no mitzvah to wear tzitzis at night. One might suggest that tzitzis made at night would be invalid, since they were attached at a time when there was no obligation to place tzitzis on the garment. This would fall in the category of ta'aseh ve'lo min ha'assui.
Since this is a time restricted positive commandment, only men are obligated to fulfill this mitzvah. It is the custom to teach little boys to wear tzitzis from the time they are three years old, as long as they are toilet-trained, so that they too become participants in this important commandment.
Can I throw them away? Shulchan Aruch (OC 21:1-2) writes that torn tzitzis strings and old tzitzis garments may be thrown in the garbage. However, the garments and strings may not be used in a degrading manner.
