You need to get Councillor to Rank 9 before November 18th. Faith and Justice are mandatory, though you get an extra scene with Akechi if you reach Rank 8 on Justice before November 24th, and reaching Rank 5 with Kasumi before December 18th allows you to continue her confidant by January.

When Sae asks you whether or not your friends were involved with the Phantom Thieves, either deny her accusation ("No.") or deny knowledge of your friends ("Never heard of them."). Upon her pressing further, continue to protect your friends ("There were no such people.").

Of course, not every Confidant will be available, so players are advised to use their limited time wisely. Persona 5 Royal has 24 Confidants for the Protagonist to max out. The number alone may be intimidating, but it is indeed possible to max out all of them on a single playthrough.

You can reach a level 10 confidant rank without dating. When you reach rank 9, a scene with the girls will appear and the protagonist will say "I better choose my words carefully." One option will cement you as friends, while the other will put you through a few questions to ensure romance.

When you start NG+, every Confidant reverts to rank 1, but if a Confidant was maxed on a previous playthrough, the Confidant will give you an item that let's you retain certain benefits as soon as you start the Confidant again in the new playthough.

Once you've unlocked confidant rank 1 with a character — many of these occur automatically during the story — you'll then be able to meet up with them at certain times and hang out. By spending time with confidants, their rank will gradually increase. The maximum confidant rank for all confidants is 10.
