Ulta Beauty has opened shops in select Target stores and online at Target.com. Currently there are three Target stores with Ulta stores: Elston, Evanston and at Woodfield. You can still shop online through Target.com for select Ulta Beauty products. When you shop for Ulta through Target.com you earn Ulta points and 1% cashback from Target.
10% discount using Target gift cards
The other benefit is when you shop Ulta through Target you can use Target gift cards to pay. Every year I stock up on 10% off Target gift cards after Thanksgiving. So now you can get 10% off on Ulta purchases. (You cannot use Target gift cards on the Ulta website or in Ulta stores. You cannot use Ulta gift cards on the Target website or in Target stores).
The selection of brands available on Target.com is limited. A few brands I use Klorane, Skyn Iceland and Boots aren’t available through Target. Link to all Ulta Beauty on Target.com.

Regular and sale prices look the same on both websites
I looked a few regular priced items as well as some Fall 2021 21 Days of Beauty sale items and the prices were the same on Ulta and Target.
You do not earn 2x points Birthday Month bonus
Ultamate Rewards members earn 2x points on all purchases during their birthday month. You do not earn 2x points Birthday Month bonus when making Ulta Beauty purchases through Target.
