I wear my brown knee high boots with navy opaque tights but somehow my brown ankle boots and navy tights don’t look right with my navy dresses 
Not sure if it’s because I’m very short anyway that it makes me lol like my legs have been cut off?

Don't wear navy tights with a navy dress, it'll look weird. In fact, I think navy tights are pretty bad in most situations. Black opaque or skin colour are really the only acceptable options IMO. And wear black or brown boots with either combination. Navy again would would strange.
