About Piercing, as long as it's just ears, I think many people don't care so much nowaday. However, it seems that piercing on other body parts such as lips or nose is unusual and not acceptable in public job. Furthermore, piercing to children is still controversial and basically not accepted. As myself, i feel very wierd when I saw my Spanish friend's baby have piercings on his ear.
About dyed hair, blown but not too much bright, is gradually accepted for female. But still there is some "prejudice" among dyed hair especially in the public job place.

When we start working full time at somewhere as a first-year newcomer, generally dying hair and piercing is not allowed.
In Japan, from junior high till high school, students usually aren't allowed to do both of them. So many people start doing them since college. But after that most of them start working full time. That's the way, I think. Of course, there're some jobs that allow us to dye our hair light color.
