To flirt means you are trying to get them to like you.
When you go up to a stranger in a bar and say, "You're really beautiful. Can I buy you a drink?" you're flirting with them.
Seducing means that they already like you but you are doing things to REALLY make them like you.
So you take the same girl you met at the bar out on a romantic dinner and then you walk along the beach at night. Now you're seducing her.

"Flirting" is more casual, light-hearted and innocent.
A: "Are you flirting with me?"
B: "Maybe ~ ❤️"
"Seduce" is more adult, sexual and deliberate.
A: "Are you seducing me?"
B: "Yeah, is it working?"
Seduce can also mean "tempt" or "persuade" , while flirting is more like "playing"
