Are there mosquitoes in Rome? Yes.
I'd recommend bug repellent. I don't think Rome has a huge mosquito problem - usually I get bitten to death, but have emerged from 3 Rome trips without a single bite. I used to spray just a small amount of natural deet-free repellent on my ankles before I left the hotel for dinner, and that seemed to do the trick.
It is a very aggressive insect, which bites especially in the coolest hours of the day.
