Can unmarried couples stay in hotels in Egypt?
Hotels usually ask for your ID and/or marriage certificate before they book a couple in the same room. The only exceptions are made for foreigners/tourists.
As you might know, neither of those 2 conditions is enough to make you an Egyptian citizen. There is a law that bans all none married couples from staying together in same hotel rooms. However, the unwritten part of the law says it applies only to Egyptians and Arabs. The Adab Police is not for that though.
The only people in Egypt who are not allowed to stay in hotel rooms unmarried are Egyptian Nationals... ie: If one or both of you have an Egyptian passport then you cannot stay together unmarried...

It is actually common to see unmarried couples living together or staying in the same hotel room. Hotels will not ask for proof of marriage when checking into the hotel, and law enforcement will not randomly go door to door to homes checking for unmarried couples.
Pretty much anywhere in Egypt because as you arw not Arabs and foreigners noone would comment that you are unmarried couples. Just don't pick a place were it its kind of local and rural. I would recommend Zamalek, Maadi, Downtown, Gamet El Dowal, Mohandeseen and so on.

The important thing to understand about Orfi marriage is that it absolutely is NOT a legal document recognized by the Egyptian government. In fact, in almost all cases, it isnt worth the paper it is printed on, even when drawn up by an attorney!

An Orfi is a legal document, in particular between a Western woman and an Egyptian man, agreeing to get married without any legal and binding rights attached. The man “proposes” in front of two witnesses and pays the lawyer, in effect paying to get the document issued, and that's it.
Hotels deny rooms to unmarried couples because of the fear of being judged and worry about the reputation of the hotel. The police many a time are hand in gloves with the hotel owners and arrest these couples, who are enjoying their private moments behind the closed walls of a hotel room.
There is no law that prohibits unmarried couples from staying together or checking-into a hotel.
