Did Express change their sizing?
This month, Express will begin expanding its product offering with new arrivals ranging from sizes 00-18 (tops in XS – XL) in Women's and XS-2XL in Men's (with new waist sizes 28-40 inches and jacket sizes 46 and 48).
Express actually runs big in most product categories and sizes. However, anything that is above XL tends to run small. As a leading brand in fashion, Express is known for its trendy and stylish designs.

In other words, under time and cost pressures, the waistband could be cut an inch too big, then stitched in the wrong place, which adds up to a few inches difference in actual size. That's how identical items, from the same brands, sometimes don't fit the same.

Just as pictured, fashionable, good quality, great color. However, they run really small, I'd say that there is a difference of 2 sizes. Be aware of that when ordering.

A BMI of 25 to 29.9 is considered overweight. A BMI of 30 and above is considered obese. Individuals who fall into the BMI range of 25 to 34.9, and have a waist size of over 40 inches for men and 35 inches for women, are considered to be at especially high risk for health problems.
Usually, I'd say anything over size 7 or 8 is too fat and needs to lose weight.
Some clothing lines consider anything a size 14 or above a “plus” size, while others start their plus sizing at a 16 or 18.
The dying process shrinks them apparently, so they likely will be a tighter fit than blue jeans. Denim is dyed before the cutting process, so it makes no difference.
Most pants sizes use the same system, but some brands use different sizes like S, M, L, or US Sizes. Refer to this chart to convert. Women's jeans sizes go by the same two numbers (e.g., 32×30 means waist length of 32 inches, leg length of 30 inches).
Denim fabrics can have different weights because the yarn can have different thicknesses. This is also known as 'yarn count. ' Quite simply, thick yarn weighs more.
To create the different sizes of a scale, the technical designer will change certain “points of measurement”, such as the bust or waist by specific increments to create the other sizes. Ultimately we wear different sizes across different brands because clothing companies use different fit models.
