Thomas Shelby is surely a complex person but if there's one thing that is unquestionable is his love for Grace. Although treachery and time apart temporarily separated this couple, deep down, their love remained strong.
But sleeping with Diana (and making business with the fascists in general) is just another "bad thing." In this case, the end doesn't justify the means: if Tommy keeps using morally corrupt methods to do good, he will be in a vicious circle forever, as he will have to keep doing good to make up for the bad.
As Tommy comes to know a bit more about Grace, she intrigues him. She's genuinely different to everybody else in his world - she 'has class,' is Irish, and while not unafraid of him, is bold enough to ask for the favour of being allowed to sing and extra money to attend Cheltenham.
Polly finally does give in to the mutual attraction, and they have sex, during which he makes the mistake of placing his hand around her neck and unwittingly causes her to have flashbacks to the time Campbell raped her, understandably killing the moment somewhat.
Grace leaves behind her work as a spy, but Tommy is unable to forgive her until they reunite in season 2, marrying in Peaky Blinders season 3, episode 1. Their wedded bliss is short-lived, however, and Grace is killed by the Changretta gang in Peaky Blinders season 3, episode 2.

Cillian Murphy also said he married her for loyalty. By s4, she was not a prostitute but a secretary-cum- friend with benefits. She is low maintenance, he had no emotional hassle with her and basically did what was told. So its a marriage of convenience overall.
Tommy's wife, Lizzie Shelby (Natasha O'Keeffe) ends up leaving him after he has an affair and as the pair split, Charlie, Tommy's son with Grace, decides to go with her. Given Tommy feels he is dying, he lets go, feeling that the boy would be taken care of.
