Does keeping tobacco in the freezer keep it fresh?
Unopened cigarettes can stay fresh for as long as six months to a year, and do not need to be unrefrigerated. However, storing cigarettes in a freezer can help them stay fresh for as long as two years, but their taste can be negatively affected if they are frequently frozen and thawed out.
You should keep tobacco in the fridge, but a refrigerator will not keep it good for long. Sealed, you can put it into another air-tight container and keep it there for around six months. If opened, you can still use the container and get about three months. Just remember to make sure there's no moisture.
To keep your tobacco fresh this way, get your plastic container and put foil around the top of a pile of tobacco. Then, moisten or dampen a paper towel and place it on top. However, be careful not to use so much water that it begins to leak onto the tobacco.

if you need to rehydrate ANY tobacco, it isn't worth smoking, just toss it. You can put water back into tobacco but the lost essence is gone for good.
