You should have no problems changing your cruise cabin after booking, although you will have to pay extra. It's very easy to upgrade by contacting the cruise line or your travel agent. Some cruise lines also offer programs to allow you to bid for upgrades closer to the departure date.
Yet having been successful in scoring free balcony upgrades on about 50% of the many cruises we've taken – that's pretty good odds.

RoyalUp can be used in the event of any last minute cancellations. Someone in one of those categories that appear sold out may end up getting a RoyalUp to something greater and then it would free up their room, so you never really know. You can't judge just based off of the current inventory.
What is a stateroom upgrade?
An upgrade is essentially the same as booking a guarantee cabin — a type of cabin where your cabin category is guaranteed, but your specific room location is not. You agree to let the cruise line pick your cabin in exchange for giving you a discount on that room.
A guaranteed cabin is a cabin booked without a specific cabin allocation. Booking a guaranteed cabin, for example a guaranteed inside will ensure that you receive a cabin in that category or higher. Your cabin will be allocated to you prior to your cruise but you have no say on the cabin's position or deck.
Upgrades are automatically assigned at the time of booking and are based on availability in like to like categories only (interior to interior, ocean view to ocean view and balcony to balcony). Free room location upgrade is not available on upper/lower, obstructed, and cove categories.
You may modify or cancel your offer up until 1 day prior to departure, provided that your offer has not already been accepted by NCL and provided your credit card has not been charged.

This is a new category Family Suites, each with 2 bedrooms and virtual balconies. The Haven Suite can be connected with an adjacent balcony cabin. There are a total of 308 Mini-Suites, 1088 Balcony and 374 Inside staterooms. NCL Joy also has more connecting cabins (in all categories).
