Open up Create-A-Sim (CAS) - if you are playing with that sim, you can use the mirror or a wardrobe and click "change outfit". Once in CAS, click on your sim to open up the clothing panel on the right. You can make any changes you want here.

It could be that you enabled nude sims in , and possibly, in MC Dresser, could have created the settings so that only shoes show up with a particular outfit type.

Go to the dresser or wardrobe. They will automatically change clothes based on the activity and you can set multiple outfits for each.

All you have to do is buy a mirror or a closet for your house. You have to select the Sims you want to edit and make them active Sims. Then, click using the X button on the item you desire to use for change and select options to modify your character's outfits.
