Wrap the measuring tape around your neck and choose a circumference for the cowl. Most cowls have a circumference similar to that of a hat (22 to 23 inches), but you can make yours longer if you wish.
Cowls with a long circumference can be worn simply draped around the neck for a bit of warmth. Wear it over your head for a drapey hood. These longer styles are great for when you just want a lighter accessory, such as in a chilly office or on a cool spring day.
Traditionally, a scarf goes tip to tip. To do this, try holding your arms out so that the scarf reaches from your left finger across to your right one. On average, this scarf will be about 60" long. Most short scarves are 55" long, medium scarves are roughly 70" extended, and long scarves are about 82" in length.
I know what you're thinking: is there really a difference between an infinity scarf and a cowl? Short answer: yes. While infinity scarves can often seem to go on forever (as their name suggests), cowls are more fitted. Most cowls are also often wide enough to wear as a hood.
There are many different lengths that can be used for cowls, depending upon the look you are going for. I like to make thinner cowls that wrap at least twice, so I make mine 60-65″ around. This length is great for wrapping two or three times, as seen in the photo of the Elements Cowl. It's really up to you.

On average, scarves measure 5-8 inches wide, with a length of 40-70″.
The average length of a knitted scarf is about 60 inches (152 cm) to 70 inches (178 cm) long. This length is just the scarf itself. Maybe you want to add fringe to your scarf. Factor that in, too.
There are several issues related to scarf length, but no real rules. A "rule of thumb" that I heard long ago is that a scarf should be as long as the person wearing it is tall. I'm thinking that this measurement applies to a relatively narrow scarf (6-9", say) that you put around your neck and let hang.
