Anaglypta is an embossed, hollow paper or vinyl, similar in weight to standard wallpaper, whereas Lincrusta is made from a gelled linseed and wood flour paste, which is pressed onto a heavy backing paper and is solid throughout.

Gardz isn't expensive and it might save you some grief. What your new paper will look like though - just make sure you get it well stuck on because of the textured surface you might find it not sticking well. I would never recommend papering over paper especially over anaglyta.
You can paint Anaglypta in any finish, the current trend is for a matt finish, however, a bit of sheen from an eggshell finish can look really effective too, it helps reflect the light and colour from the contours of the textured relief of the wallpaper.
The use of primer may or may not be necessary, but if you wish to create a specific paint effect or technique, then a primer may be necessary.
