Are Vmax better than GX?
One of my biggest complaints about the current Tag Team GX cards is that they have incredibly high HP and attack numbers on Basic Pokémon. While Pokémon VMAX have even higher HP numbers, we now have to consider that these are Evolved Pokémon. They won't be hitting the board and attacking on turn one!
Similarly to Pokemon EX and Pokemon GX cards, Pokemon V cards are stronger than regular Pokemon, with higher Hit Points and heavy hitting attacks. And just like EX and GX cards, if they are knocked out, you take 2 prize cards instead of 1.

Copperajah VMAX belonging to the Rebel Clash expansion is arguably one of the most powerful VMAX Pokémon cards that the series has released. An insane HP of 340, along with unique abilities and the resistance to Grass-type, makes this VMAX card an absolute all-rounder in both attack and defense.
As you pointed out, the difference between Pokémon EX and Pokémon GX is that the former ones are always Basic whereas the latter ones are always the stage they are supposed to be (except for Tag Team GX cards which are also always Basic). However this difference is conceptual and has no impact on the game itself.
While VMAX cards are usually rarer and worth more than V cards, both are necessary for playing the Pokémon TCG. However, collectors may only be interested in VMAX, since these cards are harder to obtain and thus more valuable.

It's Better to Lose a VSTAR than a VMAX
As players of the Sword & Shield era of Pokemon TCG know only too well, defeating a VMAX nets three Prize Cards. They're each worth half the total Prize Card pool per game. If you can bring two of them down, you've already won. Of course, doing so isn't easy.
Pokemon GX cards are some of the strongest in the TCG. These are the best ones you can get your hands on. The Pokemon TCG has undergone many changes since its inception in 1996. New generations of Pokemon, characters, and items have all made their way into this branch of the successful Japanese franchise.
Vmax Pokemons are not Stage 1 Pokemon.
