Is Kratos getting weaker?
Cory Balrog(one of the lead devs) has said that Kratos is immortal and a God in one interview. Kratos is by no means weaker in GoW 4. He indeed seems weaker, but this is an effect of the new graphics and the change in gameplay imo.
They mention the reason in one of the "boat conversations." Simply put, Kratos feels weaker because he is weaker. His domain is gone, destroyed along when he completed his revenge against Zeus, which means no tribute or worshippers. His godly power is dwindling, and may one day be gone completely.

He's not weaker. I don't even think it's in a God's nature to grow weaker as we typically see it: “My strength doesn't come from my body, it's honed by discipline”…he is constantly holding back and keeping his emotions in check.
He becomes the full fledged God of war at the end, given the full powers of an olympian and of a God of war. GOW 2: At the beginning of the game, i would say this is where kratos is at his most powerful throughout the entire franchise, the only exception being at the end of GOW 3 when he uses the full power of Hope.
This was confirmed by the game developers. Kratos in the Norse saga appears weaker for a couple of reasons. #1 - Kratos lost all of his Greek magic when he destroyed his homeland and sailed away. So his magic died with Olympus or was left behind when he sailed away.
As a demigod, time and aging do not have the same effect on Kratos, who looks only a little older in the reboot game and its sequel. This is good, because an awful lot of time could well have passed between God of War III (2010) and God of War (2018).

The Winner: Old Kratos
Old Kratos from the Norse God of War games takes the trophy for the strongest Kratos. The character is older, wiser, more emotionally intelligent, and has the memories and guilt of his past to tie him into being better.

Does Kratos regret killing gods?
At the end of 2018's God of War, Kratos admits to his son Atreus that “I have killed many who were deserving, and many who were not." Both it and the sequel God of War: Ragnarök sees the Ghost of Sparta filled with regret about his past and seek redemption for it as the Norse apocalypse draws near.
Other characters like Alucard, Ōnoki, Anos Voldigoad, Lelouch, Kaguya Otsutsuki, and many more possess unique abilities and powers that can disintegrate, immobilize, or overpower Kratos in combat.

- Second was Zeus, who ran Kratos through with the Sword of Olympus.
Kratos is a full God in the latest game, confirmed by Cory Barlog himself. He didn't explain how he got his powers back. Kratos may have absorbed his godly powers back when he stabbed himself with the Blade of Olympus at the end of GOW 3 , but it's only a theory.
It's not uncommon, just takes a lot of hard work and dedication. Well most probably you won't be like kratos but you can naturally get big arms/chest /legs by working your ass off and having a clean diet. Best workouts are squats, dead lifts, chin/pull-up's, incline/decline bench.
It also helps that the director of God of War (2018), Cory Barlog, said that Old Kratos would win in a fight with his younger self. There are many different ways the two could fight, but considering Young Kratos mainly has a blind and vengeful fury at his side, he is easily bested by the mature Old Kratos.

Like all gods, they were immortal. The imagination of the people would not picture them as eternally young, but each god had a different age. For example, Zeus and Hera were middle-aged, while Apollo and Aphrodite were forever young. To keep their eternal life, the Olympian Gods would eat ambrosia and drink nectar.

The leading theories include the possibility of Deimos' birthmark being genetic and Atreus' scars being related, as well as possible self-scarification as a young Atreus was trying to look more like his father. Alternatively, it's just a coincidence, and Atreus got his scars in an accident or fight.
For 2018's God of War, game director Cory Barlog explained that Kratos had to change his cycle of violence and learn how to control his rage. Kratos in mythology is the literal personification of strength, but he is brutal and cruel. Similarly in the games, Ares is a very powerful and important god, but in Greek myth, he is largely disliked; the Roman equivalent, Mars, is more in line with the game's version of Ares.
In God of War Ragnarök, it's likely that Kratos is around 1,055 years old. He's something of an old man, but as a demigod, he is still more than young enough to hold his own and then some in battle.
God of War II
Kratos then joined the Spartan army in Rhodes, intent on destruction. Zeus, however, weakens Kratos and tricks him into abandoning his godly powers into the Blade of Olympus, which Zeus uses to kill him.
There is a general “Assassin's Creed” style idea that Kratos will now start hopping around different pantheons of gods, with perhaps ancient Egypt being the next logical choice for him to land. Though I do wonder if there could be some sort of story in trying to rebuild what he helped destroy in his own, home realm.
