Is Tan 499 the same as Coyote Brown or Desert Sand? Tan 499 shirts are not the same as Coyote Brown 498 or Desert Sand The Tan 499 shirts are darker than the previous Desert Sand color. This is to better compliment the new pattern that the Air Force and Army have decided to transition to.
Is Coyote Tan the same as Coyote Brown? No. Coyote Tan is a medium-brown colour with a slight tint of green. Coyote Tan appears more brownish in tone when compared side by side with Coyote Brown (a lighter colour characterized by tones of yellow mixed with light brown).

Is the coyote brown fleece cap authorized?
"The chief of staff of the Army has authorized the Coyote Brown Fleece Cap for optional wear with the Army Combat Uniform at the discretion of commanders. This change will be reflected in AR/DA Pam 670-1 in 2020," according to the post.

Light tan coloration provides significantly superior camouflage over green and olive-drab colors for combat uniforms used in desert hot-dry and semidesert terrains.
Gray is just an all around good camo color because of how prevalent it is in nature, and how other colors in nature blend with it.
OD green is better for grassy/leafy/mossy areas. Great for summer. But Ranger Green has more of a tan hue to it making it blend better with wood/tree trunks, rocks and concrete. This sacrifices effectiveness in lush areas but gives it more effectiveness across seasons and locations.
Backpacks. Black, brown, gray or dark blue backpacks may be worn with any uniform combination. Backpacks will be without design unless OCP or ABU patterned. ABU-patterned backpacks, olive drab and Air Force sage green may be worn with the ABU.

Is it illegal to wear military uniform as a civilian?

While wearing their black and yellow physical training uniforms, soldiers are still required to wear the black fleece cap, according to the Army release. Black fleece caps will still be issued to soldiers, and the brown cap will be an optional purchase soldiers can make on their own.
We've got someone pushing out that we're not to wear the fleece cap or the jacket (any winter gear) until it is 32° F or below.

Rings. While in uniform, only one ring per hand is authorized, plus a wedding/engagement ring set. Rings are not authorized for wear on thumbs.

Why did the Air Force switch to OCP?
Chief Master Sgt. Jason Shaffer, 88th Air Base Wing command chief, said the Air Force switched to OCPs for a few reasons. “First, it was to eliminate the need for an in-garrison and deployed uniform,” he said. “The second thing was feedback from Airmen for a better battlefield-tested uniform.
Based on 670-1 no you can't wear the brown shirt with civilian clothing. It specifically states what uniform items are authorized with civilian clothing.
Military socks generally come in three standard colors: olive green, coyote brown, and black. Coyote brown is approved for all the armed force branches; olive green and coyote brown are used by the Air Force; and black is favored amongst law enforcement.
New language in AR 670-1 also clarifies the wear of Army uniforms at off-post establishments that sell alcohol. Soldiers wearing their uniform may enter a liquor store to purchase package liquor, for instance. They may not, however, wear their uniform while drinking in a bar.

People blouse their boots for a number of reasons in the military—to not have your pants flapping in the wind as you exit an aircraft, to keep tilled up dirt out of your boots, or maybe some other obscure reason.

Main Difference
From a visual standpoint, a MultiCam uniform will feature near-vertical elements that are known as twiglets. An OCP uniform has linear horizontal patterns across the body and no twiglets at all. Today, you will find that the Army, Air Force, and Space Force use OCP uniforms.
Soldiers may also wear uniforms and field equipment patterned in the Operation Enduring Freedom Camouflage Pattern (MultiCam) in lieu of OCP, Army officials said. This can continue until Oct. 1, 2018, the wear-out date for both OEF-CP and UCP uniforms, tan T-shirts and tan boots.
