The area is also ranked as one of the most dangerous neighborhoods in Los Angeles. In fact, according to the Los Angeles city guide by Kristina Morales, a California REALTOR®, Fashion District is among the LA neighborhoods that have the highest crime rates and lowest home prices.
The district is open to both the public and the trade. Designer showrooms and wholesale businesses are for the trade-only. However, Santee Alley and retailers in the surrounding area are open to the public, as are many of the businesses on the west side of the district.
Downtown LA is safe to walk around especially where you are staying. Griffith Park is a must see! Visit it in the evening to the downtown skyscraper and you can see West Hollywood, Century City and on a clear night as far as Santa Monica. Good luck and just pay attention to your surroundings.

Although LA is mostly safe to visit and walk around, there are some sketchy areas (where lots of homeless people live) that are best avoided. Some of these are: Skid Row, Compton, South Central, Hyde Park and West Adams.
That said, it's MOST risky to visit those places at night, like most places in the world. Head there in the day time. A lot of the popular tourist hotspots – Times Square, the Meat Packing District, Chinatown and also the Garment District – have surprisingly high rates of violent crime.
In general most businesses in the Fashion District are open from 9 a.m. to 5 p.m. Monday-Friday.
The Fashion District is at its liveliest on Saturdays and Sundays, but shoppers can get their hands on discounted goods from select retailers every day of the week. General hours are 10:00AM-5:00PM, though exact hours for each vendor may vary.
Today, the Garment District is located between 34th and 41st Streets, west of 6th Avenue. Although the area doesn't go quite as far north as 42nd street, in its heyday 42nd Street was a main artery of activity.

It is fine to and from Hollywood, even late at night. Union Station is in Downtown LA, but you don't need to go that far. Hollywood & Highland is the Station where you get on the Red Line in Hollywood and you get off at the 7th Street Metro in Downtown.
