Priority Mail Flat Rate® Envelopes come in various sizes and shapes to provide flexibility in mailing documents and small items domestically. The USPS-produced Flat Rate Envelope provides convenience and ease of shipping for one low, predetermined price for items weighing up to 70 lbs and going to any state.
A Large Envelope is a rectangular mailpiece no thicker than 3/4 inch. They are commonly referred to as “Flats.” Flats must be: Flexible. Have four square corners (or finished corners not exceeding a radius of 0.125 (1/8) inch.
Flat Rate and Priority Mail Differences
A key difference between flat rate and Priority Mail lies in what you pay. If you were shipping a regular Priority Mail shipment in your own packaging, the USPS would charge you based on your item's weight and the destination zone or country.

The weight restriction for domestic Flat Rate Envelopes and Boxes is 70 lbs. If an FRE or FRB is presented at the office of mailing and the customer has manipulated or reconstructed it, the container is accepted using weight and zone — not the Flat Rate price.
Whatever you call them, flats must: Have one dimension that is greater than 6-1/8 inches high OR 11-½ inches long OR ¼ inch thick. Be no more than 12 inches high x 15 inches long x ¾ inch thick.
TIPS. First-Class Mail items weighing more than 13 ounces is called Priority Mail. If you use your own envelope or box for Priority Mail, identify it with the marking, "Priority Mail." Priority Mail packaging provided by the USPS must be used only for Priority Mail.
Labels must be fully placed on the address side of the package and not folded over package edges. Use clear shipping tape to securely affix labels on all four sides. Do not tape over the "Postal Use" area on Priority Mail Express® labels or the barcodes.
