I think lord Indra is one of the weakest god in any mythology. Its often seen in all mythology stories that some or the asuras has defeated lord Indra and they come running to the Trimurti'ss (Brahma,Vishnu and Shiva) for the help. Major of the Asuras were being able to defeat lord Indra as per stories shown.
If you buy into the theory that each generation of the gods was weaker than the last (which I don't always but let's just indulge it in this one instance), then Artemis and Athena are the two females of the 12 who are third generation, and are considered the weakest. Audiences can definitely assume that he's the weakest God of Destruction out of everyone based simply on how unimportant he actually is. There's always a chance that he may display his strength in an upcoming arc... but the chances of this happening are slim to none.
