To enter the Valley of the Hidden Dinosaur, you need to be a Star Rider and: Be at least at level 15. Have the reputation level Liked with Valedale. Have completed the quest where you help Nic Stoneground fly away with his balloon.
In order to be able to play Soul Riding, you must be a Star Rider and have completed the quest where you help the Soul Riders bring Anne back from Pandoria. This is a permanent feature added to the game, so don't worry if you can't play it yet - you will always have the chance to get the Rune Runner horse!

To be able to play this quest you must have finished the quest where you talk to Elizabeth after finding Justin Moorland at South Hoof Peninsula. Find the key to Pandoria!
