Why does Beta keep his face covered?
The two of them met in what looks like an abandoned mental hospital and in the end, Beta has to kill a zombified version of someone that looks like his brother, and he takes his shirt…and his face, as a lasting memento. That's the skin mask he wears now.
The mask was keeping his celebrity secret. Alpha briefly gets a look at Beta's true face in the episode, and smiles before pulling the ski mask back down. It seems like she might recognize him, so it's possible that Beta's secret from the comics could also be revealed in the AMC series.

However, in the following episode, Beta's mental breakdown worsens as Beta begins to hear voices in his head, and hallucinates having walkers speak to him, and it's subtly hinted that Beta's refusal to take the mantle of "Alpha" is due to an inferiority complex, as the voices urge him to have faith in his own strength.

It's then revealed that Dee later murdered Hera and has been narrating to her severed head. Dee turns Hera's face into her walker mask and becomes Alpha, the leader of the Whisperers.

The towering presence of Beta finally made his debut, and while he initially appears to be Alpha's right-hand man in the Whisperers, Ryan Hurst — who is playing the enforcer — promises there is much more to come with his character.
Beta has no rules. Alpha might have seen value in keeping certain people alive. Beta sees more value in death. At the end of the day, Alpha and Beta might be tied in terms of their evil quotient, but in a fight you have more of a chance with someone like Alpha.
