Why is Bungie removing Tangled Shore?
This decision was made in order to make way for The Witch Queen expansion as well as the Season of [REDACTED], marking the launch of Year 5 of Destiny 2 on February 22, 2022. Which means, Forsaken and Tangled Shore will be available to all Destiny players till February 22, 2022.

Of everything being removed, this is by far the biggest piece of content going into the vault. On February 22, we will see the Tangled Shore and all activities tied to it going into the vault. This means all Public Events, Lost Sectors, Baron Hunts, Patrols, and quests tied to the Tangled Shore will be removed.
Destiny 2 Forsaken and Tangled Shore to be vaulted starting next year. Starting February 22, 2022, Guardians will no longer be able to access any content on Tangled Shore. This includes the Forsaken campaign, Presage Exotic Quest, and even Harbinger Exotic Mission on EDZ.
Bungie said they removed and are removing content because “it takes up space and messes with balance”. This sounds like a load of lazy nonsense IMO. Other huge live-service games out there such as Warframe still have content from way back in 2013 when the game first came out.

To paint a broad picture, all missions, quests, and bounties from the Tangled Shore are leaving, along with those from the Forsaken campaign, and the four Seasons associated with Beyond Light: Season of the Hunt, Season of the Chosen, Season of the Splicer, and Season of the Lost.
All the content currently available in Destiny 2 will remain indefinitely. Bungie previously vaulted the original Red War campaign and the Curse of Osiris, Warmind, and Forsaken expansions. The company claimed this was due to limitations of the game engine and a desire to be more innovative with future adventures.
To date, there's been no indication that much of anything from Destiny 2 is actually making it back out from the content vault. The lone exception is the announcement that two unnamed Crucible maps that have been vaulted will be returning in 2022.
At the time, the developers said the game was growing unwieldy, with some older areas seeing less player activity, and the sheer amount of stuff being confusing to new players. When Beyond Light launched, the Io, Titan, Mercury, Mars, and Leviathan patrol zones were all 'vaulted,' and were no longer accessible.

What it essentially meant was that the DCV would be utilized to cycle select content into it and removing it from the game in order to make way for new content. Bungie just announced that one of the most beloved campaigns, introduced post-launch, Forsaken, will be moved to the DCV along with Tangled Shore.

Xbox Game Pass is removing Forsaken, Shadowkeep and Beyond Light. Witch Queen will arrive and vault the Forsaken campaign and Tangled Shore. Before that, the campaign will be made free for three months, but Destiny will still sell a Forsaken Pack including the dungeon, raid and exotics from that expansion.
Also, because Bungie has already done something similar with those planets back with the introduction of Beyond Light, it's not unlikely for the company to do it again with Season of the Haunted and Lightfall - this time vaulting the entirety of Shadowkeep instead.

When Beyond Light launched yesterday, four planets (Io, Titan, Mars, and Mercury) were all removed from the game, with Bungie commenting that it was an effort to rebalance the game and take pressure off the development team.

Can you still play Shadowkeep after witch queen?
The three currently available campaigns Shadowkeep, Beyond Light and The Witch Queen, are all paid expansions and their campaigns are not free-to-play. You can however, play the first one or two missions for free to get a taste of them, but if you want to continue playing, you'll need the full paid version.
Players can still play through the original Destiny and its expansions, and while the world is a bit emptier, The Taken King remains one of the best expansions in the series to date.
