Mickey because he had the most kills of the 4 and is the only one without redeeming qualities. In fact, if they had stopped the Scream movies after the first two, he would have been PE.

And I've just been informed he was already a serial killer before the second movie. Maybe he is PE potential, his confirmed body count is already as high as Jill's, who's PE.
