What is happening, when you try to edit your photos? Do you get an error message?

How did the the photos get in the iPhone? You can only edit photos that have been taken with the device or saved to Photos or synced with iCloud Photos, but not photos that have been synced manually to the iPad or iPhone from a computer. To edit a synced photo save it to device by making a copy.

if you are using iCloud Photos, the photos you want to edit need downloading from iCloud, before you can edit them. You need an internet connection and free storage on your device.
