Is Rick from C-137 or is Morty?
He picked the planet of the Rick who murdered his wife and child. He was taking the killer's place to lie in wait, and for all the time he's been adventuring with Morty, Killer Rick never came back. So, Rick C-137 (if that even is his real designation!)
It's long been assumed that our Morty is also from C-137, the dimension that Rick and Morty accidentally Cronenberged in “Rick Potion #9.” That was never the case. Our Rick is from C-137, which saw Beth die as a child. Morty is from the unknown Cronenberg dimension.
Season 6 recently revealed that Rick C-137 is not exactly the Rickest Rick. Most Ricks are just being nihilistic as some form of defense mechanism to hide away their emotional pain. Rick Prime, on the other hand, is genuinely nihilistic, making him the real Rickest Rick.
Dimension C-137 first appeared in the Pilot episode and appeared in every episode since then until "Rick Potion #9", wherein it made its last appearance. In this episode, Rick makes a love potion for Morty to use on Jessica.
This episode introduces Evil Morty, Doofus Rick, and many other Ricks and Mortys, but it also reveals who is the Mortiest Morty. At the end of the episode, Rick proclaims that C-137 Morty is the Mortiest Morty.
Rick Prime adopted his infamous name this season and has been referred to by Rick C-137 multiple times as the "real deal." Rick Prime is the main antagonist who is responsible for the adventures of Rick and Morty and is the key to understanding C-137.

When Evil Morty was first seen, little was shown about him, but he stated that it is impossible for a Morty to defeat a Rick. In the episode, it was revealed that he was controlling his Rick and it was possibly his idea to capture Mortys in order to hide from the Citadel of Ricks.
She was murdered by another Rick via an explosion from a futuristic bomb. The trauma from her murder caused Rick to spiral into a vengeful rampage, sending him on a journey to avenge his dead wife by finding the Rick that killed her.
"Rick is called the Rickest of Ricks. Implying that hes the smartest Rick in a universe of infinite Ricks. "So between 600 and 1000 is your most likely bet."
Is Prime Rick the rickest Rick?
Rick Prime's actions were the catalyst for Rick C-137 rising to power as the "Rickest Rick".
Yes, he loves Morty.
As for the intelligence of Rick C-137, all Ricks have the same intelligence. C-137 is just unique in that he doesn't care for the government that Ricks came together to form.
Rick Sanchez is not only the most intelligent character in Rick And Morty, but he may even be the most intelligent character ever created.
The One True Morty is a version of Morty Smith in Pocket Mortys and the 82nd Morty in the Morty Deck. It can only be aquired by evolving Egg Morty to level 20. What sets this Morty apart from every other Morty is his appearance.
Evil Morty, for his part, outsmarted the Citadel Ricks on two occasions and also outsmarted Rick C-137 with his decoy. If Evil Morty needed hundreds of tortured Mortys to disguise his intelligence while Rick C-137 only would have needed five, that would indicate Evil Morty's intelligence dwarfs Rick's.
Unbeknownst to the Mortys however, C-137 and the fledgling Council of Ricks took things a step further by creating what became known as "The Central Finite Curve".

President Morty is the original Morty
In S01 E10: Close Encounters with the Rick Kind, we see Rick's memories, and it shows him holding a Baby Morty.
Morty isn't known for his scientific genius, he doesn't exhibit a fraction of Rick's IQ, but there are moments in which the grandson proves to be smarter, or at least less inane, than his grandpa.

Because Rick C-137's memories prove he has different memories and was closer to Morty than any other Rick (see: memories of Baby-Morty in "Close Rick-counters of the Rick Kind" and the picture of Baby-Morty in "Get Schwifty"), he clearly felt closer to his family for one reason or another.

In "Rickternal Friendshine of the Spotless Mort", Birdperson's memory of Rick states that his original Beth is dead. which is confirmed in "Rickmurai Jack", with the portion of Rick's origin story presented in "The Rickshank Rickdemption" (depicting her and Diane's deaths) having been true.
It is stated in the show that Morty has a learning disability and he is known for having no friends or social relationships in the show. This implies that he suffers from FAS, which would not be a huge surprise due to Beth's drinking problem.

7 Morty "C-137" Doesn't Exist
It's just that Morty mistook himself as hailing from the same dimension as C-137 Rick so he kept calling himself Morty C-137. Season 6 Episode 1 even made it clear that what's left of the council of Ricks were puzzled why Morty called himself "C-137."
Morty Smith has an obvious crush on Jessica, but she doesn't acknowledge Morty frequently. While they aren't friends per se, Jessica is genuinely nice to Morty and seems not to mind his company, even going with him to the school dance and grinding with him in "Big Trouble In Little Sanchez".

So while the final Rick shown in the episode was the “real” one, even he isn't the man who was born Rick Sanchez and who originally hailed from Dimension C-137, making him essentially a “decoy” as well.
There has been no reason given for the name. Given the naming format, it stands to reason that all dimensions are labeled used a default naming scheme, rather than each dimension having a personalized name. C-137 just happens to be "our" Rick's dimension. There is no significance to the number, it's just what it is.
What makes Rick C-137 so special?
Dimension C-137 is one of the many universes in the multiverse, and the original universe where the mainstream Rick was born and grew up. This is one of many dimensions where Rick's wife Diane and daughter Beth were killed when Beth was a child, and as a result, Summer and Morty never existed.
"Solaricks" reveals that Rick's journey even led him to Morty's original reality, as Weird Rick is technically Morty's biological grandfather. Weird Rick finally makes his return in the episode when Rick's attempts to reset the portal gun end up sending him, Morty, and Jerry back to their original realities.
