What does weapon handling do in Destiny 2?
Just as it sounds, Handling affects how fast or slow a weapon readies when swapping to it. A weapon with high Handling will be pulled up faster and be ready to fire faster than a weapon with a low Handling stat. Handling also affects the stow speed, or how fast that same weapon gets put away.
Handling. The speed with which the weapon can be readied and aimed. The higher your handling stat is, the faster you can swap, stow, and aim with a given weapon.
Handling is a single stat reflecting both recoil and gun sway. Higher numbers are better (meaning at higher numbers, the gun has less recoil and/or less sway).
Stability is how much the crosshairs jump when you fire a shot. Higher stability means less of a bounce. Different guns have different recoil directions; stability just reduces how 'hard' the gun jumps in that recoil direction, it doesn't change the direction or the area of the arc it can recoil in (to my knowledge).
Like handling, certain perks will act as a multiplier to your reload speed. The main difference is that they will also boost your base stat. So in theory, with the right combo, you can actually have a reload speed beyond 100 — talk about one of the best Destiny 2 PvP weapon stats!

right right Mainly what I'm getting at is people who hear certain things, re: the perk Quickdraw, and draw the following conclusion: "Quickdraw Maxes out Handling, 100% of the time" They create a universal law, despite not really understanding what they're saying.
Currently, Quickdraw provides a +100 to the Handling stat and is intended to provide faster weapon swap speeds.

Horizon doesn't really explain what handling means. So what does handling do? As far as we can tell, it's referring to your rate of fire and reload time. The higher the handling, the faster the weapon, and the faster you can cause damage. You can see this in action when comparing the Hunter Bow to the Sharpshot Bow.

The wind stow speed is the wind speed that causes heliostats to move into stow position to avoid being damaged. For example, if the wind stow speed is 15 m/s, then for any time step that the wind speed in the weather file is greater than 15 m/s, the heliostat will defocus and move into stow position.

However a higher overall stat will be more consistently vertical. The lower you go the more violently bouncy it will be. Sometimes it will go left, sometimes right, usually at equal rates. A recoil direction stat of 60 will go right, 70 will go left, 80 right, 90 left, and 100 will be almost perfectly vertical.

Is targeting adjuster good?
Destiny 2 Targeting Adjuster is an amazing weapon mod that gives you an edge against enemies. Due to the nature of providing aim assist to a weapon, it's also one of the most versatile mods to exist.
Adding counterbalance will add 15 to it, making it 80. This will make it jump consistently to the left.
The mod increases the effect of bullet magnetism, or to put it simply, slightly increases the size of your enemy's hitbox for you. Overall, it's good, but I wouldn't call it a must have. The weapon types this mod shines on are hand-cannons and sniper rifles.
